HIGH-LVL EDUCATION

PARTNER PACKAGE · OPERATING ARCHITECTURE

What a HIGH-LVL contract actually contains.

Illustrative scopes for planning with workforce boards, schools, employers, and foundations. Unit economics hold at about $2,000 per learner seat. Packaging changes what is included — not the underlying product.

01 — PRODUCTS

Six things HIGH-LVL can put on a statement of work.

Partners buy a combination. They do not buy “an AI class.”

01

HIGH-LVL AI Foundations

24 contact hours. Core literacy, ethics, safety, prompting, and judgment. Required for every learner before a pathway.

02

Pathway studio

12 additional hours. One of: AI + Work, Entrepreneurship, Youth, Reentry, or Career Mobility. Same IP, different outcomes.

03

Credential & portfolio

Competency assessment, HIGH-LVL AI Portfolio, and Level I–III issuance. Attendance alone does not confer a credential.

04

Facilitator certification

Train-the-trainer under the 19Keys Standard™. Partner staff become authorized to deliver. The second business.

05

Partner reporting

Intake, attendance, learning, economic outcomes, and an impact packet the host can attach to a funder report.

06

HIGH-LVL Enterprise

Incumbent-worker and customized training for ordinary employees. Unrestricted revenue that can subsidize community cohorts.

02 — DOSAGE

24 hours to enter. 36 hours to finish a track.

Same intellectual property at every contract size. Hours and cohort size do not float with the invoice.

01

Cohort size

20–25 learners. Small enough to assess. Large enough to report. The unit behind every contract below.

02

Foundations

8 sessions × 3 hours = 24 contact hours over 8 weeks. Plus asynchronous practice. Pre/post assessment in weeks 1 and 8.

03

Full track

Foundations 24h + pathway studio 12h = 36 contact hours over 10–12 weeks. The $50K cohort is a full track.

04

Facilitator load

1:1 prep to contact. A 36-hour track is ~72 facilitator hours including assessment conferences and portfolio review.

03 — CREDENTIAL RULES

What must be true before a name goes on a certificate.

Rubrics separate what the learner demonstrated from what they delegated to a model.

LVL I

Literacy Certificate

Foundations complete. Passing post-assessment. Safety and prompting demonstrations. Portfolio: resume + fact-verification + prompt library.

LVL II

Applied AI Practitioner

Level I plus a pathway studio. Two workplace or business workflows demonstrated live. Portfolio adds automation + presentation.

LVL III

AI Workforce Professional

Level II plus a capstone (career roadmap or business concept) reviewed against a rubric that separates learner work from model output.

LVL F

Certified Facilitator

Level II or equivalent. 16-hour Standard institute. Observed delivery of one Foundations session. Annual recertification.

04 — CONTRACT SCOPES

Three invoices. One unit price.

Hypothetical packages for partner and funder conversations. Final terms follow the host’s procurement rules.

INSIDE THE $50K COHORT

A workforce organization with a $2.5M award writes HIGH-LVL as a $50K–$180K line — not as the prime. The $50K unit is the smallest complete academy: one full track, assessed, credentialed, reported.

  • Curriculum license for the cohort$12,000
  • Instruction, prep, and portfolio review$18,000
  • Assessment and Level I credentials$8,000
  • Partner reporting and debrief$6,000
  • Coordination, materials, travel$6,000
  • Cohort total$50,000
05 — PEOPLE AND SYSTEMS

Staff the Standard. Do not staff a speaking tour.

At $50K the founder or a senior facilitator is in the room. At $1M they are not — except for flagship and curriculum.

ROLE

Standard holder

19Keys. Curriculum authority, flagship teaching, public standard. Not the person who staffs every cohort at $250K+.

ROLE

Program director

0.5 FTE at annual-seat scale. 1.0 FTE at regional scale. Contracts, quality, partner success.

ROLE

Lead facilitators

Certified under the Standard. ~$200 loaded per facilitator hour. A 36-hour track is ~72 hours / ~$14,400 delivery labor.

ROLE

Outcomes coordinator

Contractor until the annual seat. Intake, pre/post, portfolio rubrics, impact packet. Becomes a role at $250K+.

NOW

Year 0 stack

Google Workspace, Airtable or equivalent roster, PDF credentials, shared partner workbook. No custom app until the machine is proven.

NEXT

Year 1 reporting

Attendance, assessments, and CSV exports a workforce board can drop into its own system. Credential verification log.

LATER

Infrastructure

Learner, facilitator, partner, and HIGH-LVL dashboards — after 100–200 measured learners, not before.

06 — LOS ANGELES YEAR ONE

Prove the machine before you scale the invoice.

Five $50K cohorts is a $250K year — 125 learners, three certified facilitators, one impact report. That is the Los Angeles laboratory. ETPL comes after.

  1. 01
    Months 1–2

Lock learning objectives, rubrics, credential rules, facilitator manual, and this partner package.

  2. 02
    Months 2–4

Recruit 3–5 institutional pilots. Close the first funded cohorts. Prefer $50K units inside existing awards.

  3. 03
    Months 3–6

Deliver 100–200 learners. Measure everything. 19Keys teaches; facilitators begin sitting in.

  4. 04
    Months 5–7

Publish the first HIGH-LVL Impact Report. That document is the sales asset for the next contract.

  5. 05
    Months 6–9

Launch facilitator certification. Stand up the partner workbook. Move some cohorts off the founder.

  6. 06
    Months 8–12

Second geography or a $250K annual seat. ETPL and prime-applicant conversations only after outcomes exist.
